Introduction

Prakash Bikalpa (Nepali: प्रकाश विकल्प) is a Nepali writer, policy analyst, and public commentator. He is recognized for his work on secularism, evidence-based governance, and youth engagement.[citation needed] Bikalpa is the founding president of the Alternative Foundation, a Kathmandu-based non-profit think tank established in 2020, which focuses on scientific policymaking, social equity, and public accountability..[1]

Early Life and Education

Bikalpa was born in Morang District, located in eastern Nepal, and later moved to Kathmandu. He has publicly discussed his early religious upbringing and his shift towards a secular and humanist worldview through exposure to critical thinking and scientific reasoning.[citation needed] While he is known to have studied public policy and development, verifiable information regarding his academic qualifications remains limited in publicly available sources.[2]

In 2020, Bikalpa established the Alternative Foundation, a research and advocacy organization that addresses topics such as corruption, environmental governance, and science communication.[citation needed] In 2023, the foundation published a report titled Corruption Reflection Nepal, which found that over 70% of respondents perceived political leaders as the most corrupt group in society. The report was covered in various national media and academic discussions.

In 2024, the Alternative Foundation signed a Letter of Agreement with Kathmandu University to collaborate on research initiatives linking science and policy.Bikalpa has also served in advisory roles for government-affiliated youth organizations, including the Bagmati Province Youth Council and the Social Development Ministry.

Bikalpa has authored several books addressing Nepal’s sociopolitical system and development issues:

  • Antithesis (2023): A critical examination of Nepal’s political culture. The book was launched by former Prime Minister Baburam Bhattarai.)[3][4] [5].
  • Samriddhiko Roadmap: Proposes a development model for equitable prosperity in Nepal.[6].
  • Desh Kina Banena: Analyzes systemic and historical factors contributing to Nepal's developmental challenges.

His writing combines data-driven commentary, policy analysis, and calls for institutional reform.

Public Engagement

Bikalpa regularly participates in public discourse through interviews, debates, and panel discussions. He has appeared on national television channels such as Prime Television and AP1 HD, where he has spoken on topics including youth mobilization, governance transparency, and secular policy frameworks.[citation needed] His commentaries often challenge mainstream political narratives, with a focus on rationalism and inclusive governance[7]

Ideology and Views

Bikalpa identifies as a secular humanist and atheist. He has expressed opposition to caste-based hierarchies, religious dogma, and pseudoscientific beliefs. He advocates for constitutionalism, scientific inquiry, and civic responsibility as essential pillars of Nepal’s democratic development.[8]

In April 2024, Bikalpa Alternative Foundation signed a partnership agreement with Kathmandu University’s School of Science to promote science-policy integration through joint research, workshops, and policy papers.
