Smart Lucky Ndinisa (born 9 May 1971) is a South African politician, former African National Congress (ANC) Provincial Secretary in Mpumalanga, and past Speaker of the Nkangala District Municipality.

He served as Provincial Secretary from 2008 to 2015 and was Speaker of the Nkangala District Municipality from 2016 to 2023. Ndinisa has also been a key figure in ANC leadership contests within the province.

Early life and education

Ndinisa was born on 9 May 1971 in the Emakhazeni Local Municipality, Mpumalanga, South Africa. Public details about his education remain limited, though he became actively involved in the structures of the ANC in his early political life.

Political career

ANC Provincial Secretary (2008–2015)

Ndinisa was elected Provincial Secretary of the ANC in Mpumalanga at the party’s 10th provincial conference in 2008, alongside David Mabuza who was elected Provincial Chairperson.[1] He was re-elected to a second term in 2012 and served until 2015 when he was succeeded by Mandla Ndlovu.[2][3]

Speaker of Nkangala District Municipality (2016–2023)

In August 2016, Ndinisa was elected Speaker of the Nkangala District Municipality, a position he held until July 2023.[4] He presided over council meetings and provided oversight within one of Mpumalanga's most industrialised districts.

2022–2023 leadership contest

Ndinisa contested for the position of ANC Mpumalanga Provincial Chairperson in 2022, going head-to-head with Mandla Ndlovu during the party’s 13th Provincial Conference.[5][6]

Political legacy

Ndinisa is widely regarded as a seasoned ANC strategist, closely associated with the political ascent of David Mabuza. His roles in both administrative and political structures within Mpumalanga have made him one of the enduring figures in the province’s political arena.

Personal life

Ndinisa resides in Mpumalanga and remains active in local ANC structures. He hails from Emakhazeni, where he maintains strong grassroots support.
