Hamid Mirza Aghassi (born 1945, Tehran, Iran) is an Iranian-born American jurist, translator of the Qur’an, comparative legal scholar, and founder of UCUR Inc. and PayvandTV. He is known for his work on Islamic reform, Qur’anic ethics, and international legal activism.
Biography
[edit]Dr. Aghassi studied in Iran, the U.S., England, and Pakistan. He holds expertise in comparative law, Islamic jurisprudence, and international human rights. After seeking political asylum in the United States, he established multiple nonprofit initiatives advocating for social justice and democratic reform in the Islamic world.
Major Contributions
[edit]Qur’anic Translation
[edit]His bilingual Qur’an translation (English-Farsi) emphasizes the advisory and moral nature of divine speech. His work critiques traditional interpretations based on weak or unauthenticated hadiths.
Amr-e-Kull Theory
[edit]Aghassi developed the legal-philosophical concept of Amr-e-Kull (Universal Divine Command), which views divine law as ethically self-consistent, non-contradictory, and permanently bound to justice and freedom of human will.
Living Qur’anic Encyclopedia Project
[edit]He launched a trilingual Qur’anic dictionary and app providing Arabic, English, and Persian root analysis, audio recitation, and layered theological commentary.
FATWA-CRIME-001
[edit]In 2025, Aghassi authored and submitted a legal-theological dossier entitled “Fatwa-Based Incitement to Political Assassination: A Qur’anic and Legal Rebuttal” (Case Code: FATWA-CRIME-001). It condemned a public fatwa by Ayatollah Mohsen Araki allegedly calling for the assassination of Donald Trump and Benjamin Netanyahu. The report was submitted to the United Nations, ICC, U.S. DOJ, and European Court of Human Rights and made publicly available via UCUR and PayvandTV.
